Here's why that matters. Base's Q3 TVL record arrived while daily active accounts fell sharply year over year. That is the opposite of a clean "users returned" narrative. Treat TVL as a collateral and price dashboard unless you also see durable unique users, fees paid by humans, and retention.

Institutional flows: ETFs, treasuries, and staking

Let's start with the tape that boards already understand: fund flows.

CoinMarketCap Academy's late-September read, citing Farside Investors, put US spot Ether ETF net inflows at about $3.1 billion for the quarter after two outflow quarters, with Bitcoin funds at about $6.4 billion through September 25. August was the busiest month for both: $1.85 billion into Ether funds and $3.54 billion into Bitcoin funds. BlackRock's ETHA alone accounted for about $2.2 billion of the Ether total.

That is not "Ethereum flipped Bitcoin." Absolute Bitcoin fund dollars were still larger. Ether's lead was relative: each inflow dollar was a larger share of Ether's market value, and Ether's roughly 73% move since June 30 outran Bitcoin's roughly 44% in the same CMC Academy framing. Ether still traded about 9% below its 2026 open in that piece, a reminder that a strong quarter is not a completed recovery.

Corporate treasuries split. Bitmine Immersion Technologies reported 6,001,302 ETH as of September 27 (about 4.9% of supply), up from 5,700,040 on June 28, with 84% staked for income, per CMC Academy's summary of company weeklies. Strategy sold about 5,550 BTC in July and early August to fund preferred dividends and buybacks, then resumed buying on August 31. The contrast is the yield argument Standard Chartered's Geoffrey Kendrick had pushed in June: staking income can reduce forced selling pressure that Bitcoin treasuries face when obligations hit.

Bitwise's inaugural Q3 staking digest puts the institutional staking story in network terms: 40.2 million ETH staked (33% of supply), with most of 2026's new stake from staking ETFs, corporate treasuries, and other large holders, even through price declines. Staking ratios stayed high elsewhere (Solana 68%, Near 45%, Hyperliquid 44%, Avalanche 41%). Bitwise also flags Coinbase and Circle each staking 500,000 HYPE on Hyperliquid, evidence that institutional staking is reaching younger networks, not only Ethereum.

On the protocol side, Bitwise reports Ethereum throughput up 73% year over year and Avalanche processing about four times its year-ago transactions, with both networks making blockspace cheaper on purpose and seeing demand rise. That is the measured version of "scaling works": more activity at lower unit fees, not a guarantee that L1 token value accrues one-for-one with throughput.

L2 reality check: TVL records versus user optics

The Block's September 30 Data & Insights note is the cleanest public Base autopsy for the quarter. Base TVL hit an all-time high near $6.28 billion, up 52% from end of June, adding about $680 million in the prior two weeks. Stablecoin supply on Base rose only about 4.3% in the same window. Nearly all of that stablecoin growth came from Ethena's USDe (from about $1 million in early June to about $393 million). Outstanding loans hit a record $2.75 billion on September 10, with Morpho accounting for about $3.9 billion of Base TVL.

User metrics tell a different story. Daily active accounts averaged about 320,000 for the month, down 73% from a year earlier. DEX volume averaged about $875 million per day, down roughly 50% year over year. Daily transactions held near 10 million per day. The Block's reading is blunt: losing three-quarters of users while transaction counts stay flat implies bots did a lot of the work.

Sector-wide DeFi TVL press (AMBCrypto summarizing tracker data) put total value locked around $95 billion at end of Q3, up 38% from about $69 billion at end of June, after three prior down quarters from a roughly $156 billion mark in Q3 2025. Ethereum still held more than half (~$53.7 billion). Those figures are useful for direction and for naming that Q3 was a recovery from a drawdown, not a return to prior peaks. Methodologies differ across trackers; Inside Deep Tech does not invent a bridge.

That is the honest L2 lesson for Q3: collateral-heavy TVL can print records while human DAU shrinks. Builders and buyers should ask for fee revenue paid by retained users, not only TVL screenshots.

Named movers: Robinhood Chain, Swift, Ondo, Spiko

Robinhood Chain launched July 1 as an Arbitrum-technology Ethereum Layer 2, per Blockwall's Q3 digest. The commercial bet is distribution: at end of August Robinhood reported 28.6 million funded customers and $383.7 billion in platform assets. Those customers have not automatically become blockchain users. They are a relationship most new networks spend years trying to buy.

Stock Tokens are tokenized debt securities issued by Robinhood Assets (Jersey) Limited that provide economic exposure without legal or beneficial rights in the underlying shares, Blockwall stresses. Availability excluded the US and US persons at launch for Stock Tokens, while Earn initially targeted eligible US customers. SQD measured $2.21 billion in cumulative volume across pools containing Stock Tokens through August 30, including $1.69 billion from August 1 to 30. Composition mattered: dollar tokens were 54.7% of volume; non-registry tokens (predominantly memecoins) were 32.1%. Familiar equities entered crypto's existing trading culture, which is not the same as broker customers migrating en masse onchain.

By end of Q3, DefiLlama figures cited by Blockwall put Robinhood Chain DeFi TVL near $1.03 billion, stablecoin market capitalization near $1.03 billion, and DEX trading volume near $87.60 billion. Stablecoin holdings and protocol deposits can overlap; do not add them. Early September also brought a public flashpoint when AMC's CEO challenged AMC-linked tokens. Robinhood's crypto head still described redemption into actual shares and voting rights as roadmap items on September 14. Exposure, backing, and shareholder rights remain different claims.

Swift moved tokenized deposits from readiness to live bank-to-bank tests. July 9 readiness covered 17 banks across six continents. Standard Chartered and HSBC announced a first live cross-border transaction on August 19; UOB and HSBC followed on August 26 in Hong Kong dollars. The design coordinates obligations on a shared ledger while final settlement continues through existing systems, and can make funds available to customers before interbank settlement completes. That is progress on operating hours and coordination, not proof of atomic DvP at commercial scale.

On the tokenized cash and portfolio side, Spiko crossed $2 billion AUM in July and reported $2.67 billion by September 22, with 13,784 active users and $38.1 million in interest accrued for clients. S&P assigned Smart Cash Euro AAAf (credit quality) and S1+ (volatility). Ondo launched Intelligent Portfolios on September 24, packaging BlackRock-developed allocation models into single tokens that Ondo issues, trades, and rebalances. BlackRock provides models; it does not manage the products or advise tokenholders. These are distribution and packaging marks, not proof that onchain portfolios have won share from brokers.

Payments infrastructure at network scale

Visa's September disclosures, as reported by The Block on September 8, put stablecoin settlement above a $20 billion annualized run rate, more than 15 times year over year. More than 160 stablecoin-linked card programs were live globally in fiscal Q2, with payment volume on those programs up nearly 200% year over year. The working-capital story matters as much as the volume: issuers must fund daily settlement before collecting from cardholders, which is why Credit Coop's stablecoin-denominated revolving facility (secured by settlement receivables) has financed more than $2.5 billion cumulative since 2023, with Rain alone about $2 billion through the facility.

Visa's March 3 investor release with Bridge (a Stripe company) remains the clearest merchant-reach statement: Bridge-enabled stablecoin-linked cards spend at any of Visa's more than 175 million merchant locations. Bridge cards were live in 18 countries then, with planned expansion to over 100 countries. The merchant still receives a Visa transaction. Crypto stays behind the swipe. That is adoption by abstraction, and it is the path that actually clears at global scale today.

Regulation: proposal season, not finish line

On August 18 the SEC proposed Regulation Crypto Assets, a dedicated framework for financing crypto projects through token offerings. Per Blockwall's summary of the SEC fact sheet, the startup exemption would allow up to $5 million over four years with notice and disclosures (no financial statements required on that route). The fundraising exemption would allow up to $20 million (Tier 1) or $75 million (Tier 2) in each twelve-month period, with qualification, financials, and ongoing reporting (audited for Tier 2). The proposal addresses how teams raise capital while still building a network. It does not create a matching exemption for exchanges, brokers, or dealers. A token could become eligible for resale while trading venues remain separately constrained.

The GENIUS Act (Guiding and Establishing National Innovation for U.S. Stablecoins Act) became Public Law 119-27 on July 18, 2025. Its effective date is the earlier of 18 months after enactment (January 18, 2027) or 120 days after federal regulators issue final implementing regulations. Q3 2026 was rulemaking season: the Federal Reserve published a September 29 Federal Register notice on implementing Board responsibilities, and Treasury's interim final rule on Stablecoin Certification Review Committee procedures took effect September 30. That is real progress toward a federal payment-stablecoin regime. It is not yet a finished handbook for every issuer, bank partner, and state regime.

Europe and the UK did not wait. Rise's Q3 stablecoin trends brief (citing counsel sources) notes the MiCA transitional period for EU crypto-asset service providers ended July 1, 2026, and the UK FCA opened its cryptoasset authorization gateway on September 30, 2026, with a February 28, 2027 day-one application deadline and an October 25, 2027 regime start. Multinationals now face live licensing calendars, not only consultation papers.

RWA and tokenization: packaging over poetry

Q3's credible RWA marks were product launches and rated cash vehicles, not a single undisputed global TVL number. Spiko's $2.67 billion and S&P's top credit/volatility marks on Smart Cash Euro are the kind of figure a treasury committee can diligence. Ondo's Intelligent Portfolios show asset managers experimenting with wallet distribution while keeping model ownership and product management carefully separated. Robinhood's Stock Tokens show the branding hazard when a ticker looks like a share and the legal instrument is a debt claim.

Tokenized equities deposited into DeFi remain small relative to issuance headlines. Blockwall cited Token Terminal commentary earlier in the summer that outstanding tokenized equities were about $2.3 billion while only about $23.1 million sat in lending markets. Press later in the quarter pointed to roughly $252 million in tokenized stocks inside DeFi protocols (AMBCrypto). Issuance and productive use are different stages. AI×crypto infrastructure showed early payment plumbing rather than a mature market. Cloudflare announced a Monetization Gateway on July 1 aimed at charging AI agents per request via x402-style flows, then agent wallets with spending controls on August 4. TRM Labs analysis cited by Blockwall estimated only 0.6% to 7.5% of filtered x402 commercial volume as potentially agentic. High payment counts alone do not prove AI agents are buying at scale.

Honest limits

This report does not invent a single Web3 VC total for Q3. Secondary roundup sites circulate large quarterly funding sums without always publishing a reproducible PitchBook or Galaxy table in the same HTML. Those figures stay out until a primary research house page is citable.

TVL is not users. Base proved that again. ETF inflows are not the same as protocol revenue. Stock Token volume is not shareholder adoption. Stablecoin settlement run rates are not merchant crypto checkout counts. GENIUS Act enactment is not GENIUS Act effectiveness.

Exchange and custody risk remains first-order. Bitget's reported approximately $388 million unauthorized transfer event on September 24 belongs in the same quarter as the policy wins. Operators who only read regulation headlines will misprice operational risk.

Price-sensitive metrics (TVL, staked notionals in dollars, AUM) will move after this edition's cutoff. Prefer share-of-supply, flow dollars, and dated company filings over screenshots without timestamps.

Inside Deep Tech's take

Inside Deep Tech's take: Q3 2026 was the quarter blockchain looked most like financial infrastructure and least like a single risk-on beta chart, but only if you measure the right layer.

The winning pattern is boring on purpose. Spot ETFs and staking products pull institutional capital into ETH without requiring those allocators to run validators. Visa and Bridge put stablecoins behind a familiar card network instead of asking 175 million merchants to become crypto businesses. Swift connects tokenized deposits while keeping final settlement on rails banks already trust. Robinhood brings distribution first and composability second.

The losing pattern is still common: confusing TVL records with product-market fit, confusing token tickers with shareholder rights, and treating proposed SEC exemptions as live market structure. Teams that ship custody-grade operations, clear legal claims, and retention metrics will outperform teams that ship another dashboard screenshot.
